STATEMENT OF INTENT
Langton Hotel Ltd. believes that ensuring the health and safety of staff, contractors, visitors, and all relevant persons is essential to our success and commitment to Health and Safety .
Langton Hotel Ltd. are committed to:
- Preventing accidents and work related ill health.
- Compliance with statutory requirements as a minimum.
- Assessing and controlling the risks that arise from our work activities.
- Promoting a positive Health and Safety Culture
- Providing a safe working environment.
- Ensuring safe systems of work are in place.
- Providing effective information, instruction and training.
- Consulting with employees and their representatives on health and safety matters.
- Monitoring and reviewing our systems of work and control measures to ensure their effectiveness.
- Setting targets and objectives to develop a culture of continuous improvement.
- Ensuring adequate welfare facilities.
- Ensuring adequate resources are made available for health and safety issues.
A Fire Safety Management System has been created to ensure the above commitments are met.
All Langton Hotel Ltd employees and contractors must commit to ensuring a safe and healthy working environment.

1. INTRODUCTION AND SCOPE
1.1 Fire Hazards:
Fire is a hazard in all locations at Langton Hotel Ltd. The consequences of a fire include the threat to the lives or health and safety of all persons on-site and adjacent properties, damage to or loss of property and disruption to normal work activities and the potential loss of further business opportunities.
1.2 Managing Risks:
Managing the risk of fire involves:
- Fire protection
- Fire prevention
- Fire risk assessment
- Fire containment
- Fire extinguishment
- Evacuation procedures
1.3 Staff, Visitors and Contractors:
Langton Hotel Ltd. Fire safety management and fire emergency plan applies all persons on site including staff, visitors and contractors whether permanently or temporarily engaged.
1.4 Contractors:
All contractors, sub-contractors and their staff will comply with Langton Hotel Ltd fire safety arrangements and policy.
1.5 Hot Works Permit:
The use of Hot Works Permits must be implemented when required, without exception.
1.6 Langton Hotel Ltd. Commitment:
Langton Hotel Ltd will, so far as is reasonably practicable, and in accordance with legal obligations and standards, in respect of all activities at Langton Hotel :
- Provide and maintain passive and active fire prevention, protection and measures.
- Provide all relevant information to staff and others, through the provision and availability of emergency instructions or fire safety plans and the risks identified by relevant risk assessments.
- Provide a programme of fire safety training.
- Carry out and keep under review a fire risk assessment to analyse the specific fire risks at Langton Hotel Ltd, to identify the existing preventive and protective measures and to highlight areas for improvement.
- Have in place a programme of works to improve or maintain the existing fire safety specifications;
- Identify a sufficient number of persons on the Langton staff to be present at all times the business is occupied with responsibility for initiating the fire evacuation procedure and provide information and assistance to the fire service and other emergency services as required;
- Where appropriate, to prepare and keep under review risk assessments in relation to the use, storage, handling, disposal and transportation of dangerous substances and ensure that, so far as is reasonable practicable, the risks associated with dangerous substances are reduced or controlled.
2. PRACTICAL FIRE SAFETY ARRANGEMENTS
As part of Langton Hotel Ltd. fire safety management system, in addition to the management action outlined below, considerations of passive and active fire precautions are essential.
2.1 Passive Fire Safety Precautions:
Passive fire safety precautions at Langton Hotel Ltd. site are designed to facilitate containment of fire by design, construction and layout, effective communication and safe evacuation. In particular passive fire safety at Langton Hotel Ltd. includes:
- Materials specification, design, processes, storage arrangements and weekly site inspections
- Appropriate signage and marking of energy supplies e.g. gas and electricity
- Provision of clear fire safety evacuation plan to inform people of the action to be taken in the event of fire
- Education and training of staff in fire safety arrangements, in particular evacuation procedures and drills
2.2 Active Fire Safety Precautions:
Active fire safety precautions of the fire safety management system that detect and operate in the event of a fire include:
- Fire detection systems throughout the premises
- Emergency fire-fighting equipment located throughout the premises
- The provision, use, appropriate type and location, and annual maintenance of portable fire extinguishers.
- The use of Hot Works Permits
- A six monthly inspection of Langton Hotel Ltd.
- Monitoring and review of risk assessments.
- Monitoring and review of fire procedures
2.3 Fire Safety Management Strategy:
Langton Hotel Ltd. fire safety arrangements and fire safety management strategy includes:
- Effective planning, organisation, control, monitoring and review of protective and preventative measures
- Fire safety risk assessments and site audits
- Fire safety systems review and maintenance
- Staff training in Fire Safety Awareness
- Fire warden training
- Fire Marshall training
- Fire evacuation drills
3. PLANNING
3.1 Fire Risk Assessments:
Fire risk assessments are a requirement of Health & Safety Legislation.
- The Langton Hotel Ltd. Fire Risk Assessment Process is a structured approach to determining the risk of fire occurring during normal work activities, or from a high risk work activity such as hot works.
- Fire risk assessment identifying hazards and high risk areas will determine the precautions necessary to eliminate, reduce or manage the risk.
3.2 Risk Assessment Frequency:
Fire Risk Assessments are carried out and reviewed annually or when there is any new activities/contractors on-site which requires a review of fire risk assessments or following a fire incident/emergency, etc.
3.3 Persons at Risk:
Fire Risk Assessments for Langton Hotel Ltd. will take into account all those who could be affected, including employees of contractors with whom a workplace is shared. Visitors, customers, members of the public and those with disabilities who may need a personal emergency evacuation plan (PEEP)
3.4 Staff Training:
Fire Warden, Fire Marshall and staff training in Fire Safety has been provided through MKD Health & Safety Training
3.5 Emergency Evacuation Drills:
A minimum of two Fire Evacuation Drills are carried out annually at Langton Hotel Ltd. The purpose of these drills is to identify any unforeseen problems in the evacuation procedure and to implement any corrective actions required.
3.6 Fire Safety Communication:
All staff, visitors and contractors are made aware of the fire procedures through inductions and visible fire safety information signs and notices.
3.7 Equipment Compliance:
All equipment at Langton Hotel Ltd. complies with relevant codes and standards.
PAT testing on all portable electrical appliances will be implemented in 2024
3.8 Fire Safety Log Book:
A fire safety log book is kept onsite to record the details of all tests on passive and active preventative and protective measures, as well as training and fire drills. The Fire Log Book can be accessed by anyone and is kept in hotel reception.
4. ORGANISATIONAL ROLES & RESPONSIBILITIES
As director at Langton Hotel Ltd. Edward Langton has the ultimate responsibility for Fire Safety.
4.1 Senior Management Responsibilities:
Langton Hotel Ltd. Director Edward Langton will:
- Ensure that this Policy and any fire safety policies/codes of practice that complement this Policy are in place, properly implemented and reviewed.
- Ensure that a Responsible Person is appointed for Langton Hotel Ltd. site to oversee and implement fire safety arrangements, and ensure that they are competent and appropriately trained to undertake their duties;
- Ensure that arrangements are in place for the completion of fire risk assessments, including, where appropriate, technical surveys in respect of fire protection;
- Ensure that fire, security, and health and safety arrangements at Langton Hotel Ltd. are complementary.
- Ensure that fire risk assessments are carried out for all tasks undertaken, and for specific activities such as hot working involving welding, cutting, work with bitumen, kitchen activities etc.
- Ensure, in conjunction with the outcome of the fire risk assessment that the optimum number and type of fire extinguishers are installed in appropriate locations;
- Ensure that fire extinguishers are properly maintained;
- Ensure that an effective emergency plan is in place at Langton Hotel Ltd. to safely evacuate all persons, whether employees, visitors or service users. The plan must be internally deliverable and not reliant on the Fire and Rescue Service to complete the evacuation;
- Arrange for the emergency plan to be issued to their employees, visitors, etc. to inform them what to do in the event of fire, particularly safe evacuation;
- Arrange for a competent responsible person to oversee and implement fire safety arrangements at Langton Hotel Ltd.
- Ensure that staff are appropriately trained in fire safety procedures to reflect the requirements of the fire risk assessment;
- Ensure that a copy of the current fire risk assessment for Langton Hotel Ltd. is readily accessible, its provisions complied with;
- Ensure that fire risk assessments are reviewed at least annually or whenever there is any change of activity or introduction of processes at Langton Hotel Ltd., or following an incident involving fire;
- Ensure that effective arrangements are in place for contacting the emergency services;
- Ensure that the Fire and Rescue Service are aware of any significant hazards associated with the premises e.g. oxygen cylinders, storage of petrol, etc.
- Liaise with the Langton Hotel Ltd. staff and contractors, on all aspects of the above arrangements.

4.2 Competent Persons Responsibilities:
The Competent Persons (appointed by Langton Hotel Ltd. ) must:
- Assist and support with the preparation and review (at least annually) of fire safety risk assessments;
- Ensure compliance with the outcomes of the Fire Risk Assessment and that the necessary control measures are implemented;
- Prepare and review the emergency plan issued to all staff;
- Ensure information on fire safety arrangements is available to service users and visitors;
- Ensure all staff and, where appropriate, contractors are instructed in the emergency plan.
- Arrange and review fire drills at a frequency of not less than six months;
- Monitor that fire extinguishers are appropriately and regularly maintained;
- Keep the fire log book or equivalent up to date;
- Ensure that fire action notices (displayed as a minimum at fire alarm call points) and fire signage are appropriate and kept up to date;
- Ensure that quarterly fire safety inspections of the site are carried out and that these address fire safety arrangements.
4.3 Employees Responsibilities:
Employees must:
- Ensure they are familiar with the emergency plan for their workplace and co–operate by participating in fire evacuation/drill procedures and by observing practical fire safety arrangements;
- Know, and co-operate with, the responsible person for their workplace;
- Report to their supervisor any concerns about fire safety;
- Be familiar with all escape routes/evacuation procedures;
- Be aware of the action to be taken on discovering a fire, hearing a fire alarm, for raising the alarm and calling the fire and rescue service;
- Promptly evacuate the site, in accordance with the emergency plan, to a place of safety without putting themselves and others at risk, and NOT attempt to extinguish a fire unless they have been specifically trained
- Comply with the No Smoking legislation.
5. MONITORING
5.1 Key Performance Indicators:
The following Key Performance Indicators will be used to monitor the effectiveness of the Fire Safety Management Plan:
- Number of fires recorded annually / number of fire related incidents.
- Achieving set schedules and time frames (evacuation drills and building audits).
- Measuring the number of Fire Service call outs against cause.
- Number and nature of enforcement, alterations or prohibition notices from statutory authorities.
- Quarterly site inspections and meetings to ensure actions and progress are made.
- Annual audit of all fire safety systems by the managing director.
6. REVIEW
6.1 Annual Audit:
Annual of all fire systems by the managing director to ascertain compliance with not only statutory provisions but with this Fire Safety Management Plan.
6.2 Active Reviews:
Active reviews will take place quarterly prior to any likely accident or event
6.3 Reactive Reviews:
Reactive reviews will take place following a fire safety event occurring
6.4 Ongoing Reviews:
A review will also be undertaken following changes to Langton Hotel Ltd. including:
- Construction work
- New on site facilities
- New processes/procedures
- Installation of new equipment
- Changes in staff
- Changes in staff roles
7. FIRE EMERGENCY PLAN
7.1 Training and Training Provision:
Training needs are identified and training provided. This includes the following:
- Staff identified as trained in the use of fire equipment.
- Staff identified as trained for Fire Marshall duties.
- Staff identified as trained for Fire Warden duties.
- Staff identified as having duties specific to the type of evacuation.
- Method of ensuring everyone has sufficient instruction and training for fire evacuation.
- Method of ensuring visitors / contractors have sufficient information on procedures in the event of an emergency evacuation.
7.2 Information Communication:
A Site Induction informing visitors and new sub-contractors/employees of fire safety plans/ evacuation procedures and physical displays of fire action plans are in place. This includes:
- Instruction
- Training
- Fire action Notices
- TheEmergency Evacuation Plan (Consideration should also be given to avoid routes that lead past a potential high risk areas.)
7.3 What Persons Should Do If They Discover a Fire:
- Raise the alarm and contact Langton Hotel Ltd. Section Manager/Incident controller
- Evacuate to the nearest Assembly Point (Car Park Assembly Point or John Street Assembly Point)
- Trained personnel to tackle the fire only where appropriate.
- Where appropriate check work areas and close windows and doors on the way out.
- If have responsibilities for assisting persons with Personal Emergency Evacuation Plans respond as required following the actions as identified in the Plan.
- Leave buildings by the nearest exit.
- Do not stop or return to collect personal belongings.
- Ensure visitors and customers are escorted from site to the assembly point.
- Close any doors on-route without delaying your escape.
- You must remain at the assembly point.
- Return to the site only when authorised to do so.
7.4 What Persons Should Do If They Hear the Fire Alarm
If you also have responsibilities for assisting persons with Personal Emergency Evacuation Plans respond as identified in the Plan. If not then:
- Leave the building if working inside by the nearest exit.
- Close any doors without delaying your escape.
- Do not stop or return to collect personal belongings.
- Do not use any fire-fighting equipment unless you have been trained.
- Do pass on any relevant information to the Fire Marshall at the assembly point.
- You must remain at the assembly place.
- Return to the building only when authorised to do so.
7.5 Contacting the Emergency Services
Langton Hotel Ltd. Fire Alarm System is linked to the Fire Service, However:
Incident Controller/Department Managers should contact the emergency services by mobile phone to check the alert has been received
7.6 Identify Processes, Machines or Power That Must Be Shut Down
This includes the following where appropriate:
- Staff responsible for ensuring any hot work equipment is turned off
- Cooking & Kitchen appliances
7.7. Specific Arrangements for Any High-Risk Areas
Do not attempt to tackle a fire in the following areas, or involving the following materials:
- Chemical storage areas
- Kitchen
- Generators
- Hot Works processes involving the use of gas or chemicals
7.8 Emergency Services Liaison Procedures
- Emergency Services Co-ordinator on duty will meet the emergency services at the site entrance and direct the emergency services to the scene.
- Fire Marshalls will ensure access through the site for emergency services vehicles
- Emergency Services Co-ordinator will liaise with the emergency services on arrival at the scene and advise details of any hazardous materials in the location or involved in the fire, and details persons who may be injured/trapped
- Advise if anyone is missing and where they were last seen
7.8.2. Location of Documentation:
- All risk assessments, SDS and relevant information is kept onsite in the safety statement
- Fire Safety Plan is kept in the Safety Statement and displayed where required
- Fire Action Plans are displayed throughout the building
7.8.3 Accounting for Personnel
- Appointed Emergency Services Co-ordinators will be stationed at the assembly points (Car Park and John Street)
- Fire Marshalls will be present at Assembly points in order to conduct Roll Call
7.9 Escape Routes
Escape Routes are clearly marked with Emergency Lighting and Fire Exits are clearly marked with signage and Emergency Lighting.7.10 Assembly Points
The 2 Assembly Points for Fire Evacuation Langton Hotel Ltd. are located:
- In the Car Park at the rear of the Ballroom and Garden Suites
- Opposite the main entrance on John Street
7.11 Identify Persons Especially at Risk
Lone workers should be alerted by Fire Wardens to evacuate site, mobile phone can be used as an alternative to physical contact where a risk of injury to Fire Warden exists.
Disabled customers/ hotel guests may need a PEEP* and require assistance from a Fire Warden or trained member of staff.

7.12 Visitors, Customers and Contractors
Visitors and Contractors should be given information about the Langton Hotel Ltd. evacuation procedures that they should then follow in the event of a fire evacuation.
7.14 Staff responsibilities
Appointed Incident Controller
Responsibilities:
- To call the emergency services
- To call First Aiders to the scene when first aid is required
- To control the activities of the Emergency Response Team
- To administer First Aid
- To Liaise with Emergency Services
- To act as Fire Warden and assist in site evacuation in the event of a fire
- Debrief Emergency Response Team
- Complete accident/incident report
Appointed Incident Co-ordinator:
Responsibilities:
- To ensure a clear route is available to the incident for emergency services vehicles
- To facilitate the First Aid/Firefighting equipment required at the scene
- To control the activities of staff, customers and contractors
- To assist in liaison with the emergency services
- To act as Fire Warden and assist in site evacuation in the event of a fire
Appointed Emergency Services Co-ordinator:
Responsibilities:
- To meet the emergency services at the site entrance and direct them to the location of incident
- To act as Fire Marshall and go to the assembly point and record names of staff assembled
- Keep staff at the Assembly Point until it is safe to return to work or to send staff home
First Aid Responders
Responsibilities:
- To respond quickly to any request for First Aid
- Administer First Aid and reassurance to patient/patients
- To enlist the help of bystanders if required
- Complete patient care handover to emergency services
- Complete Patient Care Records and First Aid Report immediately following an incident
7.16 Fire Marshals and Fire Wardens
- Fire Wardens: Assist Evacuation and sweep designated areas
- Fire Marshalls: Attend Assembly Points and take roll call, Liaise with Fire Service
7.17 Fire Fighting
- All Langton Hotel Ltd. staff are trained in emergency firefighting procedures
- Do not fight a fire unless you can do so without putting your personal safety at risk
7.18 Re-Entering the site
- Staff, contractors and customers will be advised when it is safe to re-enter the site, they must remain at Assembly Points until told to leave the location or re-enter the building
- If the emergency services have been called then the Senior Fire Service Officer is responsible for giving permission for re-entry to Langtons
7.19 Contingencies If unable to re-enter the Site
- If not safe to return onto the site personnel will be instructed to go home and return the next day.
